This paper examines non-natural disasters governance in Indonesia. This paper is motivated by several things: 1. Learning from the COVID-19 pandemic, there is no crisis coordination as a mindset in non-natural disaster management, 2. The phenomenon of non-natural disasters (and social disasters) is often not highlighted as a form of disaster, and 3. The design of a institution for disaster management, was actually born for non-natural disaster management, before the Aceh earthquake and tsunami natural disaster as a game-changer for disaster management institutions. The question formulated in this paper is how non-natural disasters governance practices in Indonesia, with derivative questions, namely what are the constraints and problems and how to follow up and solve the problems. The answer to this question is traced by summarizing, reviewing and reflecting on cases of non-natural disasters: failed technology, failed modernization, epidemics, disease outbreaks, pandemics, forest, land and residential fires, pests and transportation accidents. This paper concludes tha, non-natural disaster governance practices in Indonesia use an institutional approach. The obstacle in practice is the lack of strength of the National Disaster Management Agency (BNPB) as a coordinating actor, command and implementer of disaster management, while the follow-up of these constraints is crisis-based strategic governance carried out by actors in cases with certain affairs.
