Abstract

This study aims to see how the state provides full guarantees to Indonesian Migrant Workers in order to optimally obtain a decent living. In practice, many migrant workers fail to obtain decent work to raise their dignity according to the plan, but instead they enter into a mafia designed by irresponsible people. Data from BP3MI NTT in 2022 there are 87 PMIs who have returned home as bodies. This study uses a qualitative descriptive method that describes phenomena that occur in the field with data collection techniques, observation and interviews. The results of the study show that economic factors, bureaucracy and law enforcement are the main obstacles to the placement and protection of PMI. Therefore, the placement and protection of PMI must use a law enforcement approach, bureaucracy and improving the quality of the community’s economy.
