Nilai-Nilai Publik dalam Kebijakan Pelestarian Cendana (Santalum Album L) di Kabupaten Timor Tengah Selatan

Nilai-nilai publik adalah nilai yang memberikan konsensus normatif tentang: hak, manfaat, dan hak prerogatif; kewajiban warga negara kepada masyarakat, negara, dan satu sama lain; serta prinsip-prinsip yang menjadi landasan pemerintah dan kebijakan (Bozeman: 2007). nilai publik sebagai cara untuk memahami aktivitas pemerintah, menginformasikan pembuatan kebijakan dan membangun penyampaian layanan (O’Flynn, 2007)
Penelitian ini bertujuan untuk mengetahui penerapan nilai-nilai publik dalam kebijakan pelestarian Cendana (santalum album L) di kabupaten Timor Tengah Selatan. Metode yang digunakan adalah metode penelitian kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Pemilihan informan ditetapkan dengan menggunakan teknik purposif kepada tokoh-tokoh masyarakat sebagai pemangku kepentingan adat, pengambil kebijakan dan pelaksana kebijakan.
Hasil penelitian menunjukkan bahwa nilai publik sangat penting dijadikan sebagai landasan dalam proses perumusan dan pelaksanaan kebijakan pelestarian Cendana. Nilai-nilai seperti nilai keadilan sosial, akuntabiltas, dan nilai keberlanjutan, belum maksimal diakomodir pada kebijakan pelestarian Cendana. Beberapa implikasi yang muncul akibat terabaikannya nilai adalah; masyarakat (publik) tidak mempunyai semangat untuk ikut terlibat dalam upaya pelestarian dan masih adanya pandangan bahwa Cendana sebagai sumber daya alam lokal yang bernilai tinggi, namun menuai juga banyak masalah.
Rekomendasi penelitian adalah perlunya revitalisasi nilai-nilai publik (public values) agar kebijakan pelestarian dapat meningkatkan populasi cendana.
